Willow Creek and Newcrest Made Clickable
Here's a little demo in an unmodded game to show it works
This simple mod makes the entire world clickable, allowing you to place objects anywhere with TOOL. Right now i've only done Willow Creek and Newcrest.
As mentioned, sims will walk in the street and occasionally route in odd ways, but it shouldn't cause any problems in your game beyond that!

Again, sims will route strangely, because they take the shortest path possible. They’ll run up a mountain instead of walking over a distant bridge. They will also walk through debug landscaping. Aside from biking in the street, I didn’t see many townies doing any questionable routing - in my game they generally only hang out where there are objects to interact with - but my own sims definitely did a bit of cliffside parkour. If that bothers you during gameplay, I recommend only using the mod to decorate your world with TOOL, then removing the file from your mods folder.
