The short of it is that Ruin controls most of the superstructure, but he (obviously) doesn't have complete control. Some of us split off naturally, while others were created after the missile hit.

We're all trying to get Ruin to see our way of thinking, but it's not really working.

Ruin, I know you don't have much time left, so I want you to listen to me. Try to archive this broadcast on a pearl, and keep it with you. Just in case your memories are tied to the arrays now, it'll really help us both if you remember what I say next.

I know you won't be able to save Pebbles or Moon before you collapse. And I don't blame you.

What happened there should never be repeated. But you might still be able to help, assuming you can get mobile. I'd start by heading to Pebbles, he'll be in the superstructure that's still standing. But be warned, he's got a BAD rot infestation, and it's probably gotten worse.
