Quantum should have long handled this-- the issue almost seemed petty! That SPECTRE command need even bother NOTICING the actions of this woman spoke volumes of their subsidiary’s current state. So, they would meet to discuss this and their latest cause of concern-- knowing full well she was sure to make an appearance.

Of SPECTRE’s council, it could be said that the names of each individual sat at the table was known to Number One-- and yet his was unknown to all of them. Blofeld was a man whose power was drawn from three fonts. Fear, greed, and anonymity-- the later of which being the most precious to him. In anonymity, Blofeld found his comfort. He could watch the whole world, strike from any angle, and yet no one person could do nothing against him. He was the octopus whose arms extended the globe, the all-seeing eye high above the notice of man. 

This, chief of all reasons, is why his subordinates fear him. Number one knows their name, their home, their lovers, their children-- EVERYTHING-- and yet they know nothing of him. Information is everything, after all.

Franz Oberhauser was literally Culkin in The Good Son.

did hannes give franz any warning? were they family friends with the bonds or at least charmain? did franz have zero idea james would join his family or did he already have his expectations?

It STARTED with a grim father telling his son that they would be entertaining company for a while-- longer than usual. Not much info at first, but he let Franz know as he did. A boy had lost his family and his caretaker had offered to pay for him to stay with them in-between school terms. That he needed something to take his mind away from the tragedy, friends-- and that they were to be those friends.

Just friends. Not family. Friends. 

Franz had been close with his mother until she died in a skiing accident. Fell through the snow and was buried. Hannes was all he had, and so he latched to his father. Demanded his attention. He was always a needy child. Then James arrived, and over the course of time a great rapport was built between Oberhauser and Bond. Hannes had come to welcome the boy to their home-- refusing any sort of payment. He saw a second son in him and would have even offered to allow him to stay full-time with them had he not died.

Him telling Franz of such was the final nail in his coffin. He couldn’t stand it. When a child hears news of a brother they can grow afraid of being forgotten-- and that’s exactly what happened, but to an unprecedented extent.
