To be honest, I didn't even initially consider putting Ragn in Silksong—it was more like Norvik suddenly becoming a stylized version of Silksong.
But you really got me thinking.
In fact, I think he belongs in the Citadel! He could be someone who wanted to serve the glory of Pharloom, using his soulstring skills (I think they could share the same root as silk?), but eventually fell into a crisis from realizing how bad things were there. He could have survived there for quite a while, avoiding most of the dangers and trying to figure out why and when things went so terribly wrong. Cleric might even have met Hornet a couple of times before the First Shrine bell rang - from that moment he'd hang out mostly there, helping pilgrims and hanging out with Sherma (my Cleric with high Wisdom would be thrilled).
And the more I think about it, the more I like the idea that if Ragn's quest isn't completed, he'll disappear from the Shrine in Act III, but somewhere in the depths of the citadel, Hornet could encounter a Black Cleric, corrupted by the Void.
