Ciel during a meeting : Well, I would need to see my advisor for a few minutes and brainstorm so I can come up with the most appropriate decision for the time being.
Ciel isolating himself with Sebastian : Mom what do I do.
My patrons bullied me into drawing a Sebastian standee too. (Okay maybe I was already thinking of doing it anyway)

I feel like the Undertaker would be the anti-Sebastian, but in the most horrific way. Obviously, Sebastian's a demon, and he's not at all bothered by the misery the watch dog position or the quest for revenge brings to Ciel. Ciel would be better off with a normal parental figure (albeit one who could protect him from the mercenaries). But I feel like The Undertaker is the worst possible candidate. He'd do the opposite of Sebastian in all the areas where Sebastian actually helps Ciel:
Sebastian doesn't seem to rein in Ciel becoming more corrupt; he relishes when Ciel makes a cold and calculating decision, such as when Ciel uses Sebastian to kill his aunt. Nevertheless, Sebastian does urge Ciel to be more thoughtful of others. For example, he chides Ciel for not being more empathetic toward Sieglinde during her studies, and he urges Ciel to put up with Lizzie redecorating the house and arranging a ball. True, this is partly because Ciel has a reputation to maintain as an earl. Sebastian's not quite as courteous toward people who can be tossed away easily. But he does seem to try to mold Ciel into an at least outwardly kind person when interacting with people in regular society.
Undertaker, however, doesn't seem to care about humans in the slightest. Bizarre dolls are just experiments. Living humans are blood bags. And he's clearly done nothing to convince R!Ciel that he has an obligation to anyone but himself. Yeah, maybe R!Ciel was always secretly evil, but I can't help but feel that the Undertaker had a hand in how he is now. After all, the Undertaker tinkered with his memories. While R!Ciel was still an only semi-sentient zombie, the Undertaker was hauling him around, showing him horrifying scenes, and probably whispering in his ear. The result is that R!Ciel doesn't care how many people he kills if it leads to him staying alive. It's worth noting that, yes, O!Ciel contributed to many of those people being killed, but he did it with the ultimate goal of ending the killings. It's not justified, but it's a much less selfish reason than R!Ciel's. R!Ciel frames his brother for murder. He throws out all of the toys, which while not horrific, shows that he's entitled and wasteful. O!Ciel would have given those toys to children on the estate or in hospitals. But R!Ciel's been trained not to care, even from a publicity pov. So, basically, I think the Undertaker would turn O!Ciel into a psychopath, whereas Sebastian restrains his manipulations to certain areas of Ciel's life.
Despite not shielding Ciel from the criminal underworld, Sebastian puts quite a bit of effort into making Ciel's life happy in other ways. He's there for Ciel through nightmares. He bakes Ciel a surprise birthday cake (which he only slightly disappointedly puts aside for the more sloppily made one prepared by Aunt Francis). He makes Ciel treats, yet also makes sure Ciel has a well-balanced diet. One of the only times he refuses Ciel's demands is when Ciel wants cake too close to dinner time. Sebastian covers Ciel's eyes so that he doesn't need to see the Ripper's victim, and he intimidates those who make Ciel uncomfortable. A lot of this might be to get Ciel to trust him more and keep him healthy so that Sebastian can get his soul, but not all of it. I think Sebastian very clearly cares for this child he's been raising, albeit in a twisted way.
The Undertaker, on the other hand, doesn't seem all that interested in helping R!Ciel with things other than staying alive. He gives him the blood supply and installs him as earl...then just sits back and watches as R!Ciel does all the work. As long as it doesn't interfere with the Undertaker's overall plan or kill R!Ciel, I don't think the Undertaker cares what R!Ciel does. He's the type of parent who'd let their kid watch tv all day.
Finally, there's the aspect of control. Sebastian guides and manipulates Ciel, but ultimately, he lets Ciel live his own life. The Undertaker has tampered with R!Ciel's cinematic record and brought R!Ciel back in a way that makes R!Ciel completely dependent on the Undertaker. This plan to take back the earldom and do unspecified other things is heavily if not entirely influenced by the Undertaker's wishes. R!Ciel is a tool. Should the Undertaker get his hands on O!Ciel, I don't think it would be pretty. O!Ciel would fight like hell to get away or to do things his way. I can't see the Undertaker letting that go. I think he's the type who'd lock O!Ciel in a coffin until he "calmed down."

Reincarnation au idea: Sebastian and Ciel were both human in the victorian era. They were in love but couldn't be together so Sebastian (who could be a witch) worked magic so they get reborn and can be together. The problem is that in their next life they get born in our age in different countries and speak different languages. So they find each other, recognize each other, hug, start talking to each other and don't understand a word. So they have to learn to communicate through actions and gestures while they learn each others language.
