Several of these have been collected and categorised in the White and Black Archives, while many more remain in private collections or elsewhere. It is tantamount that the information we can glean from these objects be categorised and carefully collated as OPERATION GROUNDHOG proceeds. The Doctor's safety - as with that of the other high-profile ET's - is of the highest priority, especially in the light of SKYWATCH's recent behaviour. Submitted to you, sir, are reports on several artefacts that may be of interest. Taken as a whole, they can be considered an excellent example of the Doctor's modus operandi and possibly his state of mind. Although it is impossible to say how recently they have occurred in his personal timeline, it is entirely reasonable that they are a sign that he is reaching out to others, as your father advised him to before he departed (INCIDENT FILE: 'THE SEA DEVILS', M.G.
