A moment of character development for both.

First, Bucky may not be feeling it right now, but this is a testament to how much progress he has made. Even Steve, the only one who wanted to believe he could be saved, thought he was about to kill people, seconds after Bucky specifically said, "I don't do that anymore". Here, Sam grabs him not because Sam thinks he’s going to kill someone, but because other patrons are pulling their guns out. Even with Bucky in raging attack mode, Sam believes in him, ie that Bucky and the Winter Soldier are two different entities and Bucky is in control. This trust couldn’t have come easily. Sam has been on the receiving end of the Winter Soldier rampage several times, and let’s not forget his first impression of Bucky was, “I don’t think he’s the kind you save.” Bucky’s not in the headspace to see it, but he’s done something right, consistently, for long enough to earn it. It seems like a small thing but trust is always harder to build than to break.

Second, as much as Sam jokes that he’s a cyborg, he doesn't treat Bucky like a fighting machine. It’s so easy to forget the man beneath the ruthless efficiency, but Sam doesn’t. Zemo's remark about Bucky returning so easily to form made Sam realise how mentally destabilising this fight was. Sam's touch on the arm and those two words communicate several important messages that trauma survivors need to hear:

"I trust you."

"We're in this together."

"You have a voice now."

"You have a choice to say stop."

"I will respect your choice."

Just a regular day of Sam being the sole contributor to emotional intelligence on this show.
