I gotchu! this dialogue is obtained from bribing this NPC for random gossip, this is one of the ones you can get.

Fun fact: if you name your paddock creature after someone, whenever they private message you, the speech bubble will appear above the creature instead. Developers have dubbed this bug "pretty funny", and it doesn't seem like a priority fix, so it is likely you will be able to enjoy this for a while.
