Atsushi Nakajima, a poor high school student on the verge of starvation, meets a man about to hang himself under the cherry blossoms. The man's name is Osamu Dazai. Known as a man of indeterminate age who repeatedly goes in and out of the hospital, he is said to be a member of the "Armed Student Council", rumoured to be able to solve problems in the school that even the teachers and the Disciplinary Committee cannot solve.
For some unknown reason, Atsushi Nakajima ends up helping the "Armed Student Council" in their work, and gradually gets involved in the school's suspicious activities, such as the search for tiger cats and the school's buried treasure, and...
When Atsushi goes to work behind the scenes, he is confronted by Ryunosuke Akutagawa, a member of the "Port Mafia", a rival organization of the school. Then Chuya Nakahara, a mysterious transfer student who knows about Osamu Dazai's past, appears...

Dazai Osamu
He is supposed to be tall, but he looks more hunched than usual. He is the secretary general of the "Armed Student Council", but he doesn't do any secretarial work. He is allowed to do it even if he doesn't do it. His hobby is suicide. He is a repeating student. He claims that he is about to have a shrimp tail.
Atsushi Nakajima
Apart from his prominent white hair, he is a very ordinary high school student. He is a member of the "Armed Student Council" and solves school problems on a daily basis. He eats as much as he can and seems to enjoy his time at school. He is quite happy. According to Dazai, he is a person of love and justice.
Chuya Nakahara
A delinquent transfer student with a black hat who knows Dazai's past. His black hat was confiscated on his first day at his new school for violating school rules, but he never learns his lesson and wears it to school again and again, and each time it is confiscated. He's supposed to be small, but he's lucky he doesn't look small because everyone else is a little smaller and more upright than normal. He is a member of the school that makes soup broth from shrimp tails.
Ryunosuke Akutagawa
Also known as "the noble of the nurse's office". He and Atsushi have a connection, though he doesn't know why. They are often seen arguing in the hallway. He also has great respect for Dazai, though he does not know why, and Atsushi sympathises with him only because he is sometimes fooled by Dazai. He believes that if he plants a shrimp tail, it will grow back.
