The school has no tables the bowls could be placed on. As someone who has campaigned for quality education over the years, I have come to the conclusion that particularly with Ghana, it's not that the GES doesn't know what to do but they never receive enough money to properly execute what's on paper. Couple that with the fact that corruption is rife across state institutions, and you realise how dire the situation is.
