Sometimes using a photograph you have taken yourself and processing it through the use of photoshop's filters and then tweaking the result by hand to remove badly processed/filtered areas is the best way to go.
I would never, ever recommend you do this if you have not taken the photograph yourself, as this can result in all sorts of terrible copyright muddles.
