Makigumo picked her simply because she had previous experience in medicine... and because her scrap was so damaged it sold for cheap, so she is legally owned by her, which makes paperwork easier and she can send her elsewhere... unlike Momo, who is a legal liability.

Besides that, she's just there.

We can all laugh at Momo all we want, but that doesn't take away the fact she is now a competent surgeon and has the fortitude needed to even oppose Maki' if she goes out of control.

Compared to that, Abruzzi is more of a "yes-woman" who does her job well but otherwise unimpressive.

It also marks her as the tallest of Maki's "children".

...however she's definitely very low on the hierarchy. Lower than Momo even.

She wasn't as tall in life, but after Makigumo picked her up and rebuilt her, further development of the flesh in her caused a growth spurt of sorts.
