The villains outside Tai Lung coming back to the 4th movie is not only pointless fanservice but also clashed to the previous movies.

Kai disintegrated, he died TWICE. And a person like Shen shouldn't be placed in peaceful afterlife like spirit realm in the first place

Yah I firmly believe he's more of 'sent' rather than 'killed'.
