We have been here a while now, and it saddens me deeply that there are still lost strays out there, running from fears they needn't have. This simply should not be happening. Frankly, I struggle to understand how Terrans, few though they may be, continue to elude us. But I assure you, we will not rest until all you precious things are nice and safe and home. You must be so afraid out there... but not for long. Even a single lost sophont left out there, all alone and afraid, cannot - and will not - be tolerated. You will come home, this is a promise.
