At least where it was legal...shirtless swimming wasn't permitted for men in public until the early-mid 1930's in the United States. However, from 1880's to about mid 1960s, nude swimming for men/boys in indoor pools(used only for males) was common, often framed as sanitary/fitness policy. This was really just an extension of the much older custom, since nude outdoor swimming for men had been the rule for the Unites States for most of it's early history, but increasing urbanization saw this change. Eventually co-ed programs abolished the custom altogether.
