Jacket was recruited into the army on his 20th birthday.  He was taken advantage of, he didn’t have any career prospects, he was either too apathetic or too aggressive at any one time to last in the civilian work force.  he was convinced & manipulated by his government to believe that his purpose in life was to kill for his country, that it was his only chance of contributing to society.   they bred a killer, and only allowed him to vent his frustrations with violence.  much to his superior’s delight, he was good at it, really good at it.  his four man unit routenely took on entire soviet outposts, leaving a small calamity in their wake.  its likely that this unit alone secured the USA’s short lived stronghold on Hawaii before the boming of San Francisco.  When they were done with him, they released Jacket into miami without the resources to cope with the trauma the ruso-american war left him with.  A man so thoroughly bred to kill Russians Into a city with a strong Anti-Russian streak, it was only a matter of time before he was recruited into the Masked Killings.
