this is called ebru, its a traditional turkish monoprint technique! usually you lay a piece of paper down on the water and it absorbs the ink, saving the image on the paper. the designs are almost always abstract or pattern-like, so its super impressive that the artist was able to create the likeness of starry night and a portrait of van gogh
