Well multiple sources that I can put into an explanation for you.

Here is what the “Jaws Effect” is:

The Jaws Effect influences government policies.

Basically: a shark attack happens, the public get scared, the government starts shark culling practices to try to ease public fears.

A government is not going to legalize csem, or incest, or any of the other awful dark illegal things that you can find in a fanfic.

Farther more, I’ll spare you the literature unless you’re super curious, but shark culling (government purposely killing sharks) is minuscule compared to all the sharks killed by overfishing. Sharks would’ve been doomed with or without Jaws, Jaws just happened to exist around the time the fishing industry really starting booming. (made a twitter thread on it here)
