âTown Hall Meetingâ: Gender and the European Forum Alpbach, 25.08.2013

Responding to the ongoing discussions on gender equality at the Forumâ initiated by a press conference held by IG Vienna â the organisers of the EFA, represented by Franz Fischler and Philippe Narval gave room for a constructive âTown Hall Meetingâ on the issue today.Â
The fact that the Forum has been eager to increase the representation of women as speakers in the last years clearly needs to be appreciated. Still, this effort has not been sufficiently communicated as one of the Forumâs major engagements. Gender inequalities are also reflected in the microcosm Alpbach. Since the Forum is considered to have a political impact and to be able to contribute to a fairer and more equal society, it has been called to attention and suggested to not only address but also advance this topic.
Concrete suggestions on gender equality but also diversity in general forwarded by the participants of the convened first âTown Hall Meetingâ - addressing both the Forum and the IGs as integratively important parts of the Forum - included amongst others:
Commitment to a quota and/or ambitious benchmarks for the number of men/women at talks or symposia
Career lounges for women
Mentoring programs for women and men concerning diversity issues
Fireside talks with women
Evaluation of the panels with respect to the topic
Invitation of upcoming female experts and politicians (e.g. in working groups)
Creation of new discussion formats
Integration of more than one young person into the advisory boards
Implementation of a gender officer
Increasing clear communication and transparency
Reorientation and recreation of topics on interest
Invitation of more representatives of non-profit-organisations
Increase in invitation of migrants, non-academics, other non represented groups
Larger and clearer commitment to diversity and gender equality by the Forum
The last suggestion has found ground in a declaration to create a common âCharta on Gender Equality and Diversityâ. The IGs and the Forum are willing to work together on this charta in order to point a finger to the topic and to contribute to an improvement of the current situation in the Forum Alpbach as well as the society.

In many ways the imbalance reflects societal realities in Europe and the wider world. At the same time the promotion of women leaders and changemakers at the Forum is central to our mission. The Forum Alpbach cordially invites you to discuss the question of gender equality with our president Franz Fischler at an impromtu town hall meeting in the Cafeteria of the Congress Centre on Sunday, 25th August 11hrs."

EFA - ready for the future...
According to alpbach.org, the EFA aspires to promote âthe creation of a democratic society that is ready for the futureâ by promoting events that âprovide momentum for the development of European integration.â
Judging by this yearâs speaker selections, this future does not involve the largest constituency in Europe and, indeed, the world: women. By August 31st, men have been scheduled 686 times at official EFA panels and events, compared to 230 slots for women. Women comprise 51% of the global population, but only 25% of Alpbachâs scheduled speakers.
If the EFA wants its events to provide momentum, it needs to start moving in a different direction. Just as a higher share of women in boardrooms has been shown to positively affect companiesâ performance, a higher share of women on high-level panels can be expected to improve societiesâ overall performance.
Following the example of the Kenyan constitution, the EFA could institute that not more than 60% of speakers â overall or for individual symposia â should be of the same gender. This would allow ample flexibility to choose the best speakers while making the EFA a global leader in the conference business.
If the EFA wants to prepare democratic society for the future, it needs to let more women â and, sorry guys, fewer men â speak.

Gesellschaftliche Vielfalt muss abgebildet werden â Panels und Gremien haben Vorbildwirkung und Einfluss
Seit Beginn des EuropĂ€ischen Forums Alpbach wird am Balkon der Unterkunft der Initiativgruppe Alpbach Wien (IG Wien) ein Transparent ausgehĂ€ngt. Zu sehen: ein tĂ€glich aktualisierter âSpielstandâ. Die Webseite dorfderdenker.at dokumentierte die ZĂ€hlstĂ€nde bislang mit irrefĂŒhrenden InterpretationsvorschlĂ€gen wie âZwetschkenknödel zu Spinatknödelâ oder âReden zu GewehrschĂŒsseâ am Tiroltag.
Heute, am 21. August 2013, wird in einer Pressekonferenz verlautbart, dass es sich bei den Zahlen um das VerhĂ€ltnis von Frauen zu MĂ€nnern in offiziellen Veranstaltungen des EuropĂ€ischen Forums Alpbach handelt. GezĂ€hlt wurden Rednerinnen und Redner sowie Moderatorinnen und Moderatoren. Nach Berechnungen der IG Wien betrĂ€gt der durchschnittliche Frauenanteil 25%, mit einem Tiefpunkt von 0% am Abschlusstag und einem Höchstwert von 42% am Tag 14 des dreiwöchigen Forums. Ăber die gesamte Dauer des Forums ist es MĂ€nnern insgesamt 686 Mal, aber Frauen nur 230 Mal ĂŒberlassen, ihre Positionen zu vermitteln.
Eva-Maria Titz, 22, PrĂ€sidentin der IG Wien, weist darauf hin, dass Gleichheit zwischen MĂ€nnern und Frauen ein europĂ€ischer Grundwert ist. Vertreterinnen und Vertreter der IG Wien fordern daher: âFrauen und MĂ€nner mĂŒssen auf Podien und in Gremien des Forums gleichermaĂen vertreten sein. Eine Quote, bei der kein Geschlecht mehr als 60% der Veranstaltungen stellen darf, wĂ€re ein echter Fortschritt! Das EFA schreibt sich schlieĂlich auf die Fahnen, sich fĂŒr die Weiterentwicklung der Demokratie und fĂŒr eine zukunftsfĂ€hige Gesellschaft einzusetzen.â
In diesem Sinn hat das EFA auch die letztjĂ€hrigen Forderungen der IG Wien berĂŒcksichtigt (orf.at, Der Standard, Die Presse u.v.m. berichteten) und den Jugend- und Frauenanteil in den PerspektivgesprĂ€chen erhöht. Diese BemĂŒhungen werden von der Initiativgruppe begrĂŒĂt, âdamit kann aber nicht Schluss sein. Wenn es das Ziel des Forums ist, Dialog ĂŒber alle Grenzen hinweg zu fördern, mĂŒssen sowohl Einladungspolitik, als auch tatsĂ€chliche Besetzung der Gremien und Podien die Gesellschaft in ihrer Vielfalt abbilden â dazu gehören auch Vertreterinnen der LGBT!â, so Philipp Haunschmid, heuer Erststipendiat der IG Wien. Die politisch ĂŒbergeordnete und unabhĂ€ngige Initiativgruppe vergibt jĂ€hrlich Stipendien fĂŒr das Forum, dessen DiversitĂ€t sie erhöhen möchte. In den nĂ€chsten Tagen wird sich die IG Wien thematischen AusfĂŒhrungen auf ihrer Website widmen, die ab heute zusĂ€tzlich via dorfderdenkerinnen.at erreichbar ist.
The Village of (Forward) Thinkers? Students demand gender equality at the European Forum Alpbach
Social diversity has to be represented: panelists and board members are influential role modelsÂ
Since the beginning of the European Forum Alpbach, a large banner can be seen from the village square, stretched across the balcony of the house inhabited by the Inititiave Group Vienna (IG Vienna). The banner shows a "score" that is updated every day. The accompanying website dorfderdenker.at has offered a running commentary about the numbers' possible meaning, such as "plum dumplings vs. spinach dumplings" or "speeches vs. gunshots" on the traditional Tyrol Day.
Today, on August 21st, IG Vienna held a press conference to reveal the figures' true meaning: they showed the ratio of women to men represented at the European Forum Alpach's official events. The figures included speakers and panel hosts. According to IG Vienna's calculations, the share of women during the entire Forum made up 25% on average, reaching a low point of 0% on the final day, and a maximum of 42% on day 14 of the three-week Forum. Over the whole period, men will have had the chance to make their points 686 times, while women are accorded only 230 speaking slots.Â
Eva-Maria Titz, 22, president of IG Vienna, stressed that gender equality was a fundamental European value: "Women and men have to be represented to an equal extent on the Forum's panels and boards. A quota limiting the maximum share for any one of the sexes to 60% would be a real progress. After all, the EFA claims to promote democracy and foster a forward-looking society."
The organisers of the EFA took heed of the demands for a larger share of young and female speakers during the so-called "Perspectives" talks, put forward by IG Vienna last year (as reported by orf.at, Der Standard, Die Presse, and others). The Initiative Group welcomed those efforts, but "that can't be all," said Philipp Haunschmid who is attending the EFA for the first time this year thanks to a scholarship from IG Vienna. "If the Forum aims to facilitate dialogue across all borders, then they need to take account of social diversity in the people they invite, as well as those who actually end up on panels and in the Forum's decision-making bodies - that includes people from the LGBT community."
IG Vienna is an independent, non-partisan organisation that awards scholarships to the European Forum Alpbach each year, with the aim of enhancing the diversity of participants.
In the course of the next days, IG Vienna will publish further information and commentary on its website, which will also be available via dorfderdenkerinnen.at as of today.
