I wish the word play here translates into English. The original saying is “男女授受不亲”which literally means a man and a woman should not be close (亲 i.e. touching) when giving and receiving something, i.e. man and woman should keep distant from each other; even if they have to give something to one another, they should not touch in the transfer. But 亲 (I think in more modern language?) also means to kiss. So Zhou Ying basically is saying, “But you said I could kiss him!”
