KNOWN INFORMATION:
Born in Brooklyn, Harley grew up there and did Gymnastics as a kid/teen.
Went to uni in Gotham, originally studying veterinary and bio stuff before switching to psych.
She didn't start out at Arkham post-grad, but wound up switching there.
She was seeing a lot of issues in Arkham with the doctors struggling to make progress with patients so she goes undercover, this leads her to meeting the Joker, who sees through her, but this leads to her to start working with him, and she seems to appear to make some progress.
She starts catching feelings, Joker tells her he knows her dad was killed in a car accident and presumably has the guy who killed him killed and tells her all this to make her trust him.
Her supervisor finds out about her crush while trying to take credit for Harleen's work. She attempts to kill her, fails, and breaks the Joker out of Arkham.
Joker takes her to the chemical plant and pushes her into the chemicals, and Harley Quinn is born.
From here, Harley spends several years at Joker's side. She is his sidekick and works with him to terrorize Gotham, and is completely in love with him. She wears her classic harlequin look during this period.
After attempting to get revenge for the Joker being in prison, she gets arrested. She winds up recruited by Waller for Task Force X (Suicide Squad) and gets roped into helping stop a terrorist organization. She starts getting disillusioned around her thoughts on the Joker. This is when she starts to really think more for herself.
She manages to escape Waller and the Suicide Squad and gets back to gotham.
She winds up back with the Joker for a while, but is still having some serious doubts.
Eventually, he goes too far in his clear lack of reciprocation, and she decides she is well and truly done with him, and over being at his side. She starts to see that how he treats her and sees her is not the same as she has seen him, and she is over it. She wants to be her own person.
She gets her own apartment and generally causes chaos and helps other rogues in their own plans from time to time, especially Poison Ivy and Selina.
Eventually she winds up in therapy of her own, and on meds. She spends a lot of time figuring out more of her own interests and motivations and doing what she wants. She starts to be much more evened out and less manic. She stops actively doing rogue activities to the same extent.
On one notable occasion though, she breaks out Freeze from Arkham to have a lake in a park frozen mid july… she wanted to skate outdoors, thought it'd be fun and cool everyone off on a hot day! That's the last time she helps with a jailbreak though.
She does still help a few rogues in particular a couple more times, but she finds that generally being with them isn't for her or what she really wants to do. She just wants to have a fun time and keep those she cares about (Mostly Pam and Selina) safe.
Starts working with the BoP and helping Oracle from time to time

- While working in Arkham Assylum, she fell for one of her patients, a John Doe that went by the alias “The Joker”. She got pushed into a vat of unknown chemicals by him, causing changes and damage to her psyche that took years to heal.

- Harley is very fun, and spends most of her days pretty upbeat and loving life. She loves to have fun, and be herself, and doesn’t much enjoy letting others tell her what to do or how to act. She is incredibly free-spirited and independent– now at least. Now that she has really started to find herself and found some semblance of balance and stability in her life she protects it fiercely. She's silly and whimsical about it though, and doesn't like to take life too seriously, that's no fun and only drags her down.
That's not to say she is incapable of being responsible about things, however. She is 1000% the therapist friend (mayhaps u licensed, but quite literally, she has her masters and everything!) and likes to keep those she cares about safe both mentally and physically. She knows she has almost no chance of being licensed again (As much as she’d love to be), but she has so many skills and so much knowledge, to her it’d be a shame to let that go to complete waste, so if a friend is in crisis she will happily be at their side until they can go see their normal therapist or can get in for emergency help (As long as that help is literally anywhere but arkham, screw arkham.) because she does genuinely believe therapy can be a very good useful thing.
Harley is also capable of making some pretty big plans when the mood strikes though. She doesn’t enjoy causing public damage, or hurting people for no reason, but she does enjoy causing some chaos and fun. Most of her plans err on the side of being a hectic nuisance to officials and peoples days at the worst, but on occasion there is some inadvertent damage, or if she misses her meds things can get messy.
She also doesn’t always fully think through what some of the effects of her actions are in the big picture. That said, a lot of her chaos when she gets in that extra silly mood still impacts large portions of the city at a time and that causes a lot of clean up efforts, thankfully these events are not super frequent occurrences and only happen a couple times a year at worst.
