Steps on how to outline a photo in Photoshop :-

1. First step is to select the subject you want to outline, so for that select Quick selection tool and then select the subject using it.

2. Now we need to refine edges of the subject , so for that click on Refine Edge and the change Smooth to 20 and Feather to 10px.

3. Now press CTRL + J to save the selection into new layer.

4. Now right click on newly created layer and select blending option over there, after that select stroke and then increase the size of the stroke according to the size of outline you want and also select position as Outside and color according to the color of the outline you want.
