Sakharov Prize Award
(Wednesday) The democratic opposition in Venezuela will be awarded the European Parliament’s 29th Sakharov Prize for Freedom of Thought at a ceremony in the chamber on Wednesday at noon. European Parliament President Antonio Tajani will hold a press conference with the laureates after the ceremony, at around 12.30.

PANA recommendations
(Tuesday) Parliament will vote on its recommendations for stamping out practices enabling tax evasion and optimisation, as exposed by the “Panama Papers”. Wrapping up 18 months’ work, the PANA committee calls for better regulation of financial intermediaries, better protection of whistle-blowers and a single definition of tax havens. A press conference is scheduled for Wednesday at 14:30.

Cash control
(Monday) An update of EU rules to control cash entering or leaving the EU was backed by the Civil Liberties Committee on Monday. The aim of the update is to step up detection of money laundering and financing of illegal activities such as terrorism. It extends the definition of ‘cash’ to include prepaid cards and commodities such as precious gold coins and bars.

(Thursday) Civil Liberties Committee MEPs will quiz representatives of the Hungarian government, civil society and others on the situation of the rule of law in the country. (Debate on Wednesday, vote on Thursday) Parliament negotiators have struck a provisional agreement with member states on next year’s financial commitments and payments of the EU. EU fund for stability and peace
(Debate on Wednesday, vote on Thursday) MEPs are willing to support humanitarian tasks by the military in third countries under strict conditions. They will vote on topping up an EU fund by 100 million euros covering projects in 70 countries, but the money must be spent on e.g. building and running of hospitals and not to buy weapons or train soldiers.

VAT fraud

(Monday) A European Citizens’ initiative petition calling for an EU-wide ban on the controversial herbicide glyphosate, will be discussed with the petitioners at a public hearing. Parliament rejected a ten-year renewal of glyphosate’s licence in October and proposed a full ban by 2022. EU member states will vote on a five-year renewal on 27 November.

Export controls on dual-use goods
(Thursday) The International Trade Committee will vote to reinforce export controls on goods and technologies that have legitimate civilian applications, but can also be used for torture, weapons of mass destruction or terrorism. Renewed partnership with Africa
(Wednesday) To discuss new responses to the challenges facing Africa and ways to deepen the EU-Africa partnership, Parliament will host a high-level conference of African and European leaders. Private sector and civic society delegates will include 2014 Sakharov Prize Laureate Dr Denis Mukwege. A press conference with EP President Antonio Tajani and other leaders is scheduled for 15:30.

Asylum seekers
Parliament will be ready to start talks with EU governments on the revised Dublin rules, as MEPs are expected to approve its negotiating mandate in plenary session. The amended rules should ensure that asylum seekers are fairly shared among all EU countries, irrespective of where they enter the EU.

(Tuesday) The rule of law in Malta is up for a debate on Tuesday, following the brutal murder of Daphne Caruana Galizia, a Maltese journalist noted for her work on corruption. MEPs will vote on a resolution to wrap up the debate on Wednesday. On Tuesday at 16.30h, a ceremony in the presence of President Tajani and Ms Caruana Galizia’s family will be held to officially name the European Parliament’s press conference room in Strasbourg in her honour.

External border checks
(Wednesday) MEPs are set to vote on the introduction of an electronic entry/exit system to replace manual passport checks at the Schengen area’s external borders. The new system will register various data on incoming persons from countries outside the EU, admitted for a short stay of 90 days, and share the information with all external border control points to stop illegal entry and track over-stays.

(Monday )New rules for employees sent to work temporarily in another member state were put to the vote, and the position adopted in the Employment Committee on Monday. With the new rules MEPs aim to protect posted workers better and to establish a level playing field for companies. Key parts are equal pay for equal work for the same employer and applying all of the host country’s labour rules after two years.

Asylum rules/Dublin
(Thursday) Civil Liberties Committee MEPs will vote on a major revamp of the Dublin regulation, which determines which member state is responsible for processing an asylum request. The aim of the revamp is to tackle the weaknesses of the current asylum rules and to share responsibility more equally between member states. All asylum seekers should be registered upon arrival in the EU. People needing protection should also be able to get it much faster, while those who do not could be returned more swiftly.

Tuesday - An obligation for each EU member state to compensate emissions generated by land use, e.g. in agriculture and forestry, is up for a vote by the Environment Committee. Fertilisers

Upcoming European Summit
Wednesday- Upcoming European Summit. MEPs will give their input ahead of the 22-23 June European Council, which will deal with migration, security and defence. The Brexit negotiations will most likely be addressed as well in the debate with Commission President Jean-Claude Juncker and the Maltese Presidency of the Council.
Gender gap in pensions
MEPs will outline a number of proposals to tackle the gender gap in pensions, which stood at 39.4 % in 2014 in the EU and increased in half of the Member States over the past five years. (Debate on Monday and vote on Tuesday)

Thursday - Civil Liberties MEPs will evaluate the current situation of refugees and migrants in Italy, which is the main arrival point since the closure of the Balkan route and the EU-Turkey deal, and possible measures to improve it. MEPs will also discuss the protection of children in migration with the Commission.

Double taxation
Thursday - Firms within the EU would have access to a fair, binding and effective mechanism to resolve disputes over double taxation (income taxed in two different EU countries), under proposals being voted on by the Economic and Monetary Affairs Committee. There are currently around 900 double taxation disputes in the EU involving more than € 10.5 billion, according to the Commission.

“Legal highs”
Thursday - An informal deal with Council on new rules to tackle the phenomenon of "legal highs" (legal substances used as alternative to illicit drugs) will be voted by the Civil Liberties Committee. The reform includes shortening delays for risk assessments and the eventual inclusion of suspected substances in the list of illegal drugs.

UN Development Goals
Wednesday - “UN Advocates”, assisting the UN Secretary-General in promoting the Sustainable Development Goals, will discuss EU actions in this field with MEPs on the Development and Environment committees. EP President Antonio Tajani and Norway’s Prime Minister Erna Solberg will open the discussion, with speakers including Nobel Peace Prize laureate Professor Muhammad Yunus and Unilever CEO Paul Polman. There will also be a bilateral meeting between President Tajani and Prime Minister Solberg in the morning.

Common Asylum System
Tuesday and Wednesday - A seminar for media on “A Fair Share in Europe - Creating a Common Asylum System” is organised by the EP press service with leading MEPs in the field, including EP rapporteur for a reformed EU asylum policy Cecilia Wikström and Migration Commissioner Dimitris Avramopoulos. The seminar will end with an exchange of views with President Antonio Tajani.
