*cracks knuckles* Okay just a few off the top of my head:

Overthrow a government. (If enough other people hate it you might get some help.)

Steal something that would mildly to severely inconvenience many people. Eg: Socks, shoes, pillows, or/and the/a hero’s favorite jacket.

Get the/a hero to adopt a child. They’ll be too busy trying to be a good parent to stop your schemes. And if they do show up, call them a negligent parent and sue for custody. And if you end up with a child from all that, new henchman/maid :)
