It’s one of the only explicit voices Francis’ suicidal tendencies have, and it’s being spoken at him, to him, by a man who is giving in to it himself, and asking Francis to carry it out. That line— that last, parting wish— is James acknowledging Francis’ constant struggle against himself, and urging Francis not to give into it now that he won’t be around to watch him anymore. James knows damn well what he’s like, but James has felt comfortable with himself there to keep an eye on him without having to say it directly. “God wants you to live” is as much of a “stay strong, for you will be the singular witness to this story” type of omen, as it is a “goodbye for now, you have to promise me to take care of yourself until we meet again”. James won’t be around to say “I want you to live” anymore. So he has to make Francis believe the steady constant in the universe believes the same.

“he has to make Francis believe the steady constant in the universe believes the same” first of all- your MIND... second of all, if i may add... a lot has been made of the fact that james seems to be aware that he’s in a story. his part of this story is coming to an end, he’s know that ever since his hairline started to bleed. this idea of “god” to mean “word of god” (aka. the author) means james knows that in order for the narrative to be complete, francis needs to survive.

the terror is all about stories... how they’re told and who tells them. francis needs to live because as is established previously in the show, he’s the only person capable of remembering every single one of them. he knew their names, where they came from... he read all of their files. if it needed to be hammered home any further, silna takes him back to the terror camp to find his men and they walk past all their broken bodies as if francis is moving in a slip stream through time and recalling the existences of these people. his survival is powerful, he needs to want to live now more than ever so that someone will remember their stories.
