After the second rebellion and her rise to power, President Coin announces the 77th, and last Hunger Games. Before a new era of peace between the districts and the capitol can begin, the roles must be reversed. Instead of district children, 24 students from the Capitol Academy will be reaped to participate. An Eye for an eye.
While the reaping commences, it becomes clear that the draw was rigged. Only the children of the most influential capitol citizens are being selected and called onto the stage in Heavensbee Hall. You're one of them, your parents own the hospital. But within the Academy's social hierarchy you might as well be dirt under everyone's sole, ever since you became the Dean's assistant and his eyes and ears in the hallways. That put a target on your back in class already, and you can't imagine that to translate well into the Games either.
And by the way Min Yoongi was eyeing you, him and his friends would chew you up and spit you out first thing in the morning.

In january the world was turquiose. The city walls, the street lights reflecting off the snow, and even the cashier's earrings at the 7/11 on the corner, turquoise. But by the time I noticed, it felt like you were already slipping through my fingers. I sat in bed crying that night when I found out you would go to Japan. I hadn't even known you for that long by then, seen you maybe a couple of times, but just the thought of never seeing you again left a gaping hole in my chest. Like you had closed your fist around my heart and were pulling towards Japan.
So that's how I noticed. You had entirely consumed the little world I had built up for myself in Seoul, bathing everything in a cyan light.

I gladly offered it all up to you.

Characters and who/what they're based of:
Johann "John Goethe" Wolfgang von Goethe
Ability 'Faust'
In light of Goethe's most famous work "Faust" [English Translation: Fist] taking 60 years to be completed, John Goethe is stuck always writing everything down, his hand never stills. He knows what's happening at all times, but his first priority is writing. You can seek out his knowledge but he will only listen with one ear and might give fractured answers because his focus is divided. John Goethe is not affiliated with any organization, but has worked together with the Armed Detective Agency a couple of times before, although reluctantly.

Erich "Mary" Maria Remarque
Ability 'All Quiet'
Referencing the title of Erich Maria Remarque's work "All Quiet on the Western Front" [German title: Im Westen nichts Neues], Mary can create absolute silence, stripping a parameter of her choice of its sound. The effects can vary in intensity; at the least, Mary can cease all communication within her enemies' lines; at the most, eliminating sound waves can have catastrophal consequences, such as change in gravity, temperature and density of the surroundings. For humans within her reach it gets difficult to breath and move, due to the abstraction of space. Mary is one of the earliest members of the Armed Detective Agency, back when Dazai was still with the Port Mafia. She is often regarded as Chuuya's counterpart, because their Abilities are of similiar nature.

Jacob "Jacob" and Wilhelm "Will" Grimm
I'm still undecided on what Ability would be more interesting for them;
a) Ability 'Knüppel aus dem Sack'
Similar to the Brothers Grimm's fairytale "Knüppel aus dem Sack" [English Translation: Club out of the bag], the twin brothers Jacob and Will carry around a medium sized potato sack, from which they can together materialize one (1) weapon of their choice at a time
b) Ability 'Grimm in Luck'
Just like the protagonist in their fairytale "Hans im Glück" [English Translation: Hans in luck], the twins are both incredibly lucky, improbably so much so, that it is considered an ability. The twins are both part of the Armed Detective Agency.

Hermann "Herman" Hesse /Emil Sinclair
Ability 'Steppenwolf'
Named after Herman Hesse's work "Steppenwolf", Emil Sinclair's Ability works similarly to a Dissociative Identity Disorder, and he switches between himself and two alters, Harry Haller and Herman Hesse. While Emil Sinclair [named after a pseudonym that Hermann Hesse frequently used] is a very introverted, gentle person, Harry Haller [named after the protagonist of "Steppenwolf"] is a beast trapped inside a human body, with inhumane strength and speed. Lastly, Herman appears to be a mysterious socialite and heir to a huge fortune, but little is known about him, as he always leaves quickly when Emil turns into him. It is clear that Emil has little control over his alters. But Harry and Emil both chose to be part of the Armed Detective Agency.

Franz "Francis Kafka" Kafka
Ability 'Reign of Judgement/Veredictum'
Although I first wanted to make his Ability about beetles, because of Kafka's most famous work "The Transformation" [German Title: Die Verwandlung], I ended up choosing his work "The Verdict" [German Title: Das Urteil] instead.
Franz Kafka was a lawyer in reallife, and so is Francis Kafka, who's Ability allows him to convict people for any and all crimes that they have comitted in their lives, without needing a process, court or judge, only time for extensive paperwork. The sentences vary, depending on the crime and can include e.g. the convict's incarceration or stripping the convict of their power, and the sentence is always fair, as Francis Kafka doesn't have an agenda and is neutral to all sides. He doesn't work for anyone but the law and getting him involved usually means losses on all sides. He knows what you did. No one knows how he knows, but he knows

Michael "Michael End" Ende
Couldn't decide for him either, so here are the options:
a) Ability 'Cassiopeia'
Named after the Tortoise in Michael Ende's work "Momo", Michael End's Ability is the delay of specific happenings once a day, buying himself and others more time. I'm not sure yet if I want him to be with the Armed Detective Agency or the Port Mafia.
b) Ability "Prince of Everything"
Even though his last name literally translates to 'End', this ability ironically grants him immortality. He will live until the end of the world and be the only person left to rule this wasteland. He is the Prince of Everything until the world ends and he becomes the King of Nothing. Pretty dark stuff, I'm working on turning it into something, so stay tuned.
" 'No Longer Human' can't nullify his ability, because it's not an ability at all. And I have a creeping suspicion that he is not entirely human either."

Otfried "Oddfrey" "Freddy" Preußler
Ability 'Krabat'
Freddy's Ability is basically the plot of "Krabat" by Ottfried Preußler, my all-time favourite book, which is why I had to include it. In Ottfried Preußler's work, the boy Krabat learns dark magic and turns into a raven on several occasions, although not out of his own volition. In contrast to this, Freddy can turn into a raven at will, as well as practice very minor dark magic. Obviously he is part of the Port Mafia.
Bonus:
Friedrich "Frederick Droughtmatt" Dürrenmatt
Ability 'Les Cerisiers'
At most, Frederick Droughtmatt will be an extra and not important to the story, but I had a funny idea for him, and he is an important contributor to german literature. Named after the Asylum in Friedrich Dürrenmatt's work "The Physicists" [German Title: Die Physiker], Frederick Droughtmatt's Ability is to conjure up romantic feelings between two people of his choice.
