I really do believe that he would have if he had won. Based off of what he said to Tim before he was taken, it was obviously the plan. And I think the guilt of everything he had done (both the choices he made and the things he was forced to do because of the Operator) was eating him up. And I think that he truly believed that he was putting a stop to it (even though we know that that's not true)
