“What is the purpose of SCCS?” our purpose is to bring peace to New York City, and soon enough, all around America. The foundation was created to contain and prosecute the dangerous mutants that have recently grown all around the city, and consequently, brought chaos and violence into our lives. Inside of our programs, we hope to tame these violent criminals, to then put them back into the streets and serve our nation, just as it is needed.

“Are the procedures ethical?” Yes, the procedures and ethical, and have the mutant’s comfort in mind. Although these creatures have posed threats to our day to day lives, we still make sure to treat them with the respect and dignity they deserve, as they are living beings at the end of the day. Excessive force and discrimination against mutants is heavily frowned upon and prohibited.

“What is done to the mutants after they are tamed?” As it was mentioned already, tamed mutants are put back into the streets once they have proven that they aren’t a danger to society. Some are relocated into areas where they can prosper and build a new life without a criminal record.

Personnel: Bishop “Stones” Stockman. - Surname will be changed to Stones in order to avoid confusion and personal interests from clashing with other personnel. Assigned mutant: Leonardo Hamato - it will soon be replaced with Michelangelo Hamato. Gender: AMAB/Male Rank: medium-upper class - along with few other colleague, they are assigned to work on more complex projects, and directly assist Supervisor A. Notes: - Bishop Stones was employed fairly recently, with him only working 2 and a half years in the Foundation; it’s impressive how he has managed to take the lead in various projects, and has become one of our top employees with so little time nor experience. - Although they are quite important, their biggest flaw is his sympathy for the specimens and mutants. It is admirable the strong morals that they keep, but unfortunately, due to this, many incidents have happened in the past. - They have been assigned to be the caretaker of our recent captures, guiding them and checking up on their physical and mental health on their stay. - Stones does not have much knowledge to the Foundation’s goals, as it might affect the path that we’ve chosen to take due to clash of views.

Are there any other mutants you have captured besides the turtles?

Should people tell you if they see another mutant around?

There are many other mutants in the facility, though most are tame enough to roam around the facility freely with mild supervision, while others are far too dangerous to be let out at the moment.

It is advised to tell the foundation if they see a mutant roaming around the city, as they might pose a danger to the citizens, or might require assistance adjusting to the new lifestyle.

Notes: - The mutant “Donatello”, even with the little knowledge, they have created interesting robots. - We plan on manufacturing these machines, though that doesn’t seem to be of the mutant’s interest. - They have named a few, such like “metal-head”, or more sophisticated, like “nano-bots”; we suspect they heard the names from one of its clutch-mates. - Glasses, as promised, were ordered. Headsets to keep them at bay has been given as well. - Supervision is advised, as they have grown too confident and has made some rather concerning “jokes”.

Date: June 14th, 2040. CapM.no.1014: Leonardo Hamato. Status: compliant; suspected to be a trauma response from stress and growing anxiety. Notes: - The mutant “Leonardo” seems distressed after getting involved in a fight with another mutant. - Numbing cream was applied, and sedation has increased for this week. - The mutant has been put in solitary confinement as punishment. - Unlike the first few punishments, they have remained completely silent throughout the whole process. - Supervision is advised to avoid incidents.

What specific requirements do captive mutants have to fulfill in order to be released?

Although we cannot reveal details, as this would invade the privacy of victims, we can explain some requirements.

Most that are captured are always feral in a way, so in order for them to be released, they would have to prove that they won’t be prone to harming others or themselves nor let their “feral-ness” influence their decisions. Relocation is always advised to these mutants, as areas that are vulnerable to crime can affect their behavior immensely.

But to those that aren’t feral, and are victims from the mutagen, are only required to assist programs of rehabilitation, services, and even a relocation, is offered to the individual. It requires a few months, but most get to be released even sooner.

Isn't long term sedation harmful for cognitive functions? Why do you keep related mutants away from each other?

It is harmful, but only if used wrongly. Unlike humans though, mutants have a better time handling sedation, making a higher dose, for example, be less prone to affecting their cognitive functions than it would with a human being. The foundation still makes sure that we never give overdoses, and sedation is only used for mutants that keep making attempts to either harm themselves, others, or escape.

Are the mutants classified as humans or animal?

it fairly depends on the individual. If a mutant is too feral, or easily lets its animalistic tendencies slip, they would get considered as animals, causing more programs of rehabilitation set on them, as well as new methods used to tame these mutants.

Otherwise, mutants that maintain their humanity get classified as humans, though programs of rehabilitation is still set, as even the slightest trigger can animalistic behaviors from lashing out without the proper coping mechanisms.

Are you hurting these mutants?

We can assure you that we do not harm the mutants. The only circumstances where the Foundation is allowed to do so, and required by the law, would be if they pose a threat to the personnel and other mutants, otherwise, no.

Can you really reverse the mutation in the first 24 hours?

Although we cannot give classified information, we can assure you that all reported incidents are 90% successful.

But, unlike what most would expect, the reversal of the mutation is never fully achieved. In most of our cases, if not all of them, victims still keep small DNA fragments from their anthropomorphic mutations, such as rapid hair growth, animalistic behavior towards specific circumstances, etc. Some even maintain the mutagen gene, only being able to gain back their original physical aspect.

For this reason, the Foundation heavily advises victims to contact us directly the first 24 hours as to avoid heavy loss of the original form, and prevent the mutagen from spreading further. With this too, we can offer programs, services, and resources to the affected victims, as well as the affected areas, in order for them all to be able to adapt back to society with the added genetics. No further details can be said, as this would breach the privacy rights of the affected individuals.

mutants, what are they? - mutants, unlike specimens, are not born as creatures nor animals, instead, they are morphed and created by what we call “mutagen”, a substance that the foundation has yet to fully understand its origins. Mutants can mutate from animals to anthropomorphic creatures, or humans can mutate to animalistic-like creatures. While some maintain the humanity they once had, some become feral due to clash of instincts; both can still be a threat to our people, despite the differences.

what is mutagen? - mutagen is a substance that has been discovered 16 years ago in one of the foundation’s expeditions after multiple alerts and news about a unknown object crashed into the outskirts of New York City. The mutagen, unlike what we expected, redefines itself for survival, latching onto creatures to turn into one singular being, mainly replacing the original DNA with itself while expressing the secondary genetics via a physical process, which usually takes one to two minutes.

what to do in case of bumping into a mutagen outbreak: - don’t panic - slowly get away from the substance - report the incident to the facility IRP If you are caught, and get fall into the substance, do not panic; let it run its course. After the transformation, go to the nearest police station, and report yourself to the foundation; we can redirect the progress in the first 24 hours if you do.

Details: - Leonardo: bruises formed around their wrists, knees, and the back of their neck. Minor scratches could be seen around their knees and left wrist, possibly from excessive force. Numbing cream is recommended treatment to avoid soreness and further swelling. - Raphael: bruises formed around their right knee, left wrist, and lower arm. Cuts and scratches can also be found on their knees, left hand, upper left arm, right shoulder, and head. Disinfectant and numbing cream is recommended to avoid swelling and infections. - Donatello: A major bruise can be seen on their right wrist, possibly from excessive force while dragging them to the van. Wrapping and numbing cream is recommended to avoid swelling and a strained joint. A metal plate was drilled into their plastron beforehand to the mugshot as a safety measure. - Michelangelo: a bruise can be seen on their left knee, as well as minor cuts on their left thigh and lower right arm. Disinfectant and numbing cream is recommended to avoid soreness and swelling.

“They’re quite small, compared to past mutants that we have captured, but instead of it being a disadvantage, the foundation can find a great use to this characteristic.” - Supervisor A.

Test subject: Michelangelo Hamato. Caretaker/assigned personnel: Caine “Superfly” Stockman. Date of capture: May 29th, 2040. Gender: AMAB/Male. State: in a constant fight-or-flight mode/under sedation. Danger Level: medium; 2/10. Personality Level: cat-like, easily frightened; 1/10.

Notes: - The mutant “Michelangelo”, despite the amazing possibilities their speed could be used for, they are too emotionally driven for it to be used properly. Unlike its clutch-mates, who are more independent, this one struggles to function on its own. The laboratory EDD has recommended a reevaluation, and a possible reestablishment of caretakers, as their childish behavior only seems to grow when they’re around Mr. Stockman. Hopefully, with some extraction of their blood and conditioning, we might be able to mold them into a more independent mindset to use into our favor.

Recommendations: - Announce personnel before entering the room to avoid frightening the mutant and avoid bigger complications. - For a better conditioning, it’s advised to avoid using harsh language around them and be as “harmless” as possible - light meals, as they become nauseous quite easily; possibly from their constant self-inflicted stress. - Supervised visits with its “brothers” 2 hours and 15 minutes per day. - processed foods are prohibited. - blood extraction is advised to be done while they are laying down in case they suffer symptoms from stress. It’s heavily recommended to tightly strap them down into the hospital bed, as they tend to fight and attack the personnel.

Notes: - The mutant “Donatello”, has proven his intelligence via trades and “deals”, most being his full cooperation in exchange for benefits for both him and his clutch-mates. Although they have a rather blunt personality, with their help, we have managed to make tradeoffs with the extracted mutagen from the youngest one; it does not seem that they like this outcome, whatsoever. Our intrigue is its heart, as it seems that they had a deformity from when they first mutated, causing it to be fully exposed; it’s a surprise that they have made it so far, truly. Little to no excessive force was used to prevent damage and further complications, and a new, reinforced metal plate has been drilled into its plastron to protect its heart; that is, after we are done examining it and testing its capacities, of course.

Recommendations: - keep the mutant entertained with puzzles, this can be used to analyze its analytic abilities and comprehension skills. - give contact lenses, since its vision seems to not have fully developed, causing blurriness and a lack of awareness of their surroundings. - supervised meals; avoid giving “Donatello” utensils, as they have attempted to harm the personnel a few times already. - Supervised visits with its “brothers” 2 hours per free day, deals are best to be made in this case for the foundation’s benefit. - processed foods are prohibited. - After a weekly heart checkup, remove the old metal plate, and drill a new, sterilize one, to prevent infection.

Test subject: Raphael Hamato. Caretaker/assigned personnel: Oroku Saki. Date of capture: May 29th, 2040. Gender: AMAB/Male. State: aggressive/under intensive sedation Danger Level: medium-high; 8/10. Personality Level: fighter; 9.5/10.

Notes: - The mutant “Raphael”, unlike its clutch-mates, is the most aggressive one, yet the one with the most potential for warfare and armory. Despite our attempts to tranquillize the mutant, its capture required excessive force, tranquilizers and intensive sedation, even after it was loaded into the van and restrained. The mutant will not cooperate even when rewards are offered; they will only cooperate if threats are made against his “brothers”. Hopefully, with Oroku Saki’s training, we will be able to break its fighting spirit, and mold “Raphael” into the perfect weapon for hypothetical war, maybe even use them as a personal bodyguard if the offers are adequate.

Recommendations: - Intensive sedation 24/7 unless training is expected to be happening the day before. - keep the mutant restrained and muzzled even if training is expected to happen. - feed meals and medicine via tubes and injections, it does not matter how it is inserted as long as it either goes inside its veins or directly to its stomach. - Supervised visits with its “brothers” 2 hours per free day if it cooperates and follows orders. - processed foods are prohibited. Physical meals should not be offered unless they have proven that they don’t pose a threat to the personnel. - After training, it’s recommended to first put “Raphael” under anesthesia when treating wounds and injuries to prevent infections and an effective treatment.
