If I has to make up a lore reason for that, it's probably because he's ashamed. Yes, giving up his purity was his choice, an impulsive one but still a choice. Keeping his virginity seems impossible in this town, so at least it was someone he could trust instead of a rapist.
But still, Rory worked so hard to be the beacon of purity, everyone viewed him with admiration and respect.
Now it replaced with shame and disgust. That's why he can't let it go and that's why he hides his wings and halo when it becomes unbearable.

Basically, you need to raise his interest first! You do so by unlocking clothes in his shop - like going to ufarm unlocks cow set and by telling Gwylan stories about your adventures you raise his interest
There's special sets - Halloween, Christmas and Valentine's - that can be unlocked by simply reaching specific dates. BUT while those raise interest those won't count towards unlocking him as a li, so I highly recommend to unlock them the hard way
At about 50-55% you'll unlock the beast ritual which is first crucial step. AND at >65% you'll unlock the intimate ritual.
During the intimate ritual you have the option to get on top and kiss him. That requires high physique and willpower and at least 40% lust.
He'll kick you out for a week and after that his social menu will include new stat - yearning.
The most effective way to raise yearning is to perform successful rituals and to offer to drink half of the poison during beast rituals.
At >81% interest and >50% yearning you'll claim him as a li! BUT!! You must eat breakfast at the cafe with him several time otherwise yearning will get stuck at 50%
That's reall brief and simple guide. I haven't tackled the hypnosis or transformation here but feel free to ask if you need clarifications!
