Well, I'll start you off with the 125,000+ word ongoing (like literally updated last week ongoing) series Favors Unsought (Explicit.) It starts off with Loki basically haunting Avengers tower while the Avengers are all "where the fuck is Loki!?" and also Steve has a crush on Loki. It's plot heavy, has a lot of theorizing about Odin and I can't say I'm on board will all the points made, but overall the story is really interesting. Also I never considered the ship of Tony and JARVIS but this fic very much has me sold on it.
Then we've got <2000 word one-shot Pining and Cones (Mature) which is of the "Loki is just part of the Avengers now for some reason" genre. Loki asks Steve out for ice cream and he has a big dumb crush and UST.
And for a "Loki is part of the Avengers now and it's explained in like a single sentence" fic, we've got We Were Never Boy Scouts (Mature) with 5000+ words, Loki and Steve are on a mission during the slow part where they're just walking and talking. Eventually they take shelter in a little shack with only one bed.
We've got Whats Trust Between Lovers (Teen) at 2000+ words. Another "Loki is part of the Avengers now and it's explained in like a single sentence" fic, the Avengers are some nosy motherfuckers and all rush to the security monitor room once it's clear Steve is heading to Loki's room to have an argument with him about his actions during the previous mission.
Then we've got the Remember This Cold (Explicit) series, it's- jesus fuck- it's 850,000+ words. I've only read up to part 15 of 77, so I can't speak for the whole work, but those first 15 parts are solid. It starts with an excellent slowburn (the first three fics don't even have relationship tags and the 4th fic is Steve denying to himself that he might have feelings for Loki despite some compelling evidence.) Loki keeps showing up to talk to Steve, and Steve is letting it happen. Just make sure to read the tags of each fic bc there's a vivisection fic in there somewhere and if that's not your thing you can absolutely skip it.
Who Would You Rather Be Stuck in an Elevator With, the Hulk or Loki? (Teen) at 3,000+ words is pretty obviously a stuck in an confined space fic. Conversations are had. I won't spoil the ending but I fucking love love love the reveal and I wish there was a whole genre of Avengers fics using the premise presented in the reveal.
The Muse Of Battle (Explicit) (22,000+ words) is fucking great. I do appreciate that the author saw Loki die in Infinity War and said "No, fuck that, he's fine." So Loki shows up during the battle in Wakanda and uses the Casket of Ancient Winters to great effect, but which also reveals his Frost Giant form, which Steve sees and is absolutely awestruck by. Loki of course has image issues regarding his true form.
The Two Captains (General Audiences) (7000+ words) is a fun little concept where Loki is sent to Midgard during WWII to get the tesseract out of the nazis' hands, and he does this by going undercover as a normal human of Captain rank in the Howling Commandoes. Cue some unrequited slowburn because Steve still ends up in the fucking ice. There's not a happy ending to this fic, but it's also part of a larger series I'm not recommending because I personally didn't like the direction it went (it was canon-divergent when i would have liked to have seen where it would have gone while mostly following canon,) but I think a LOT about what this set-up could have been and i keep coming back to this fic.
[This fic did cause me to think up the idea of Steve waking from the ice, google searching (he's competent enough to google) his old howling commando buddy, and then inadvertently watching a buzzfeed unsolved parody (he's not competent enough to discriminate his internet sources yet) about the howling commando who didn't exist on any record except within the military as a Howling Commando, and then mysteriously disappeared after the death of Captain America. And the episode proposed theories range from "he's a spy" to "he's an alien" to "he's just some guy whose records got lost during a world fucking war." And then a week later Nick Fury shows up asking Steve to help save the world from the alien that just showed up that Colson immediately recognized as the missing Howling Commando of dubious identity]
And, finally, for something that's just straight p*** (whereas the other explicit fics i've listed have been plot first) the two part Not Entirely Accidental series! (Explicit, obviously) (7,000+ words). I'm not explaining this one.
Also, now that i just spent like 3+ hours writing fic recs, could I possibly interest you in the concept of the ship of Loki and Matt Murdock? In fucking typical fashion i am once again obsessing over a joke ship. Not really any fics i can recommend out of the 11 with that tag, BUT I feel like it's similar to Loki and Captain America except Matt Murdock has the ability to tell whenever someone is lying. I wanna see the liesmith and the lie-detector kiss please and thank you! And in the comics they fucking literally made a character with a lie detecting ability just to be Loki's friend, they shoulda just used Daredevil! I can't even find a moment in the comics where they interact, I'm so disappointed.
