At first sight, and considering its length, Freud’s short essay on Verneinung looks like a fleeting comment, a short note of an observation that is mostly, and in spite of its amusing character, of a technical nature: When in analysis we hear the person utter this and that, we can conclude, with great probability, that what is at stake is this and that.1 Freud’s most famous example is a remark made by a patient, and has since become proverbial: “You ask who this person in the dream can be. It's not my mother” (Die Mutter is es nicht). In which case, adds Freud, the question is settled; we can be sure that it is indeed her. Moreover, every explicit negation of this sort, every strongly emphasized distancing from a certain content, strongly indicates the truth of precisely this content. This holds, of course, only in cases when the analysand herself “comes out” with this content or intention, yet accompanies it with a preliminary negation. For example: “Now you’ll think I mean to say something insulting, but really I’ve no such intention.”

Prisoners in Alabama and Texas have enacted strikes and uprisings in the last few weeks. Now they are calling for a national prison strike on the anniversary of the Attica Prison Riot.

Citizenship in a functional nation-state is the one safe meal ticket in the contemporary world. But such citizenship is now a privilege of the very few. The Enlightenment assimilation of citizenship to the necessary and "natural" political condition of all human beings has been reversed. Citizenship was once upon a time a privilege within nations. It is now a privilege to most persons in some nations. Citizenship is today the very exceptional privilege of the inhabitants of flourishing capitalist nation-states, while the majority of the world’s population cannot even begin to aspire to the civic condition, and has also lost the relative security of pre-state (tribe, kinship) protection. The scission of citizenship and sub-political humanity is now complete, the work of Enlightenment irretrievably lost. Post-fascism does not need to put non-citizens into freight trains to take them into death; instead, it need only prevent the new non-citizens from boarding any trains that might take them into the happy world of overflowing rubbish bins that could feed them. Post-fascist movements everywhere, but especially in Europe, are anti-immigration movements, grounded in the "homogeneous" world-view of productive usefulness. They are not simply protecting racial and class privileges within the nation-state (although they are doing that, too) but protecting universal citizenship within the rich nation-state against the virtual-universal citizenship of all human beings, regardless of geography, language, race, denomination, and habits. The current notion of "human rights" might defend people from the lawlessness of tyrants, but it is no defense against the lawlessness of no rule.

I have an interest to declare. The government of my country, Hungary, is—along with the Bavarian provincial government (provincial in more senses than one)—the strongest foreign supporter of Jörg Haider’s Austria. The right-wing cabinet in Budapest, besides other misdeeds, is attempting to suppress parliamentary governance, penalizing local authorities of a different political hue than itself, and busily creating and imposing a novel state ideology, with the help of a number of lumpen intellectuals of the extreme right, including some overt neo-Nazis. It is in cahoots with an openly and viciously anti-Semitic fascistic party that is, alas, represented in parliament. People working for the prime minister’s office are engaging in more or less cautious Holocaust revisionism. The government-controlled state television gives vent to raw anti-Gypsy racism. The fans of the most popular soccer club in the country, whose chairman is a cabinet minister and a party leader, are chanting in unison about the train that is bound to leave any moment for Auschwitz.

The new ethno-cultural "nationalism" combines ethnarchy with ethno-anarchism. Ethnarchy means here that the source of all power is not the people, but the racially or ethnically pure dominant majority within any arbitrarily given territory that may or may not belong to a state, that may or may not be under the authority of a legally constituted government. Countries, states, nations can be reshaped at will, regardless of their an- cient traditions or present interests, regardless of ancient ties between different linguistic, religious, or other groups through centuries. Only natural identity counts, an identity based on a "nature" that cannot be approached rationally, that is not de- sirous of having any outward or "higher" recognition, that is just what it is biologically and nothing else, nothing beyond. Any "beyond," any transcendence of the culturally given through politics is considered mythical or, worse, a lie. And it was not ever thus (Koyre, 1976), even in Russia.

Mussolini’s first successful appropriation of this decades-long irrationalist ferment against Enlightenment and Marx-influenced theories of society demonstrates the fundamental truth that fascism comes from the non-Marxist left. The real synthesis, however, was made not in Italy but in Germany. The lineage from Stirner- Proudhon- Bakunin- Nietzsche- Sorel to fascism is a tortuous and highly contested one. But one clear thread goes from the aestheticized Absolute Ich of German Idealist philosophy, specifically of Schelling and Fichte, once removed from the Kantian framework against which both philosophers were rebelling. Hegel later located “universal labor” (by which he meant creativity) in the state civil service, headed by the Prussian monarch. But after the failed revolutions of 1848, and Marx’s materialist relocation of human creativity in “sensuous transformative praxis”, the aestheticized self continued to make its way, increasingly divorced from any universal social framework, in which “freedom” was no longer understood in relationship to “necessity” (as in Marx) but as increasing revolt against “constraint”. Once individuality is separated from the social and proceeds according to its own logic, consciously or not it requires a larger mediating force to “mediate” the war of “aestheticized” wills, and this mediating force is ultimately the state. In real practice in the late 19th century anarchist movement, ideas of “mutualism” increasingly pointed to the need for a larger coordinating body to adjudicate the commonality of decentralized “conscious egos” or units of production or communities. Hence the curious evolution from a kind of Nietzschean aestheticized will-to-power to the fascist states headed by Mussolini and later Hitler, both of whom specifically referred to themselves as “artists” rather than politicians.
