I've already talked to Tifani about this personally, but I ought as well voice my opinion on my OOC blog so other people can see it.

To be bluntly honest, forums are a very appealing option for the sake of customization options - it would take time to develop the graphics, but I've seen Ryde's (and been impressed by it) work and I'm sure she could pull it off. Forums would take a lot of effort to develop, but I figure that IoW on Tumblr has reached a rather obvious stalemate without a central, key plot to keep things rolling forward. With the advent of forums, we can also access a lot of luxuries such as c-boxes to keep the community alive and prospering even if there are few full-on IC posts.
