I cannot manage wrap my head around what you are saying without the conclusion being that you do not know what you are talking about...
So, please, enlighten me.
Are female characters not allowed to be attractive? Are they supposed to all me ugly or average looking?
Exactly what are you saying?
What is the problem with having attractive female characters that are, at the same time, strong and powerful?
You are aware that character design is literally the look of the character right? And really has very little in the way of personality or use in the story? So you are getting mad at designers for doing exactly what they are supposed to do!
Most stories are not made by creating a character first, then forging their personality and finally making a story around them. And those that do, nearly always fall flat on their face and are forgotten.
I don't know if you have any examples of your argument, but I sure as hell have one that counter's your's! And it's a damn fine example.

Alyx's character went through multiple design changes before her final form was chosen. BUT her personality was the same through out the whole drafting. Tough, intelligent, daring.
Take a look at any famous story with a male character as it's role and it will describe them as attractive and strong. Odysseus, MacBeth (at first), Harry Potter, etc. Characters in stories are almost always attractive. And do you know why? Because they are stories! They are just make-believe! They are not real!
So yeah, my only real question for you are this:
Do you even know what you are talking about? If so, explain to me, personally, how I am wrong.
