I got to say, I live the Tim obsession over here! A little treat for making me so happy!
I think everyone knows about how messed up Vampire King Dick was. But imagine a timeline in which Dick doesn't paste Tim's brains against the floor? Imagine him taking this as the opportunity to force his baby brother back into his life?
Jason is easily turned cause this time he has no reason, past his morals, to fight his big brother. Tim not dying in front of Jason has left Jason more vulnerable. Of course, him and Damian getting changed against their will has them hostile. Bruce being killed is still very shocking and a point of contention. But Dick has only tried turning his 'siblings'. Cass, Duke, and Steph still escaped without getting turned. Damian still escaped despite being turned.
Babs is turned and is helping Dick hunt the rest of the siblings, and doesn't have a reason to be heartless or rebel because Dick only killed Bruce. While still pissed, she understands. Vampire instincts are very territorial. Dick and Bruce would constantly be at each other's throats, literally. They were already hostile towards one another without being vampires, especially when it came to how the two ran things differently. And with how Dick would definitely refuse to let anyone else lead his empire or his household. Barbara remembers how Dick, the original Robin, was the most violent and volatile of all of them. The fact that Dick doesn't take it personally whenever she gets hostile or territorial, but instead teased and acts like it's a minor fight? Helps a lot. He definitely knows she can be a threat, but also is territorial over her enough for her instincts to know that he'd kill for her.
Only thing that really aggravated her now was the fact that neither her or Jason were allowed near Tim. Sure, the young man was still human. That did not mean Tim was in danger around them. The only times the two ever got to see their human brother is when he was escaping. And he usually is able to get out the Manor when he really tries. So they are only able to catch glimpses and then are on the way back the the manor.
(Can't run anywhere without a vampire under Dick's command snitching or corralling him back to the Manor. Sure, there are plenty stupid enough to try to take a nibble. After all, they don't genuinely believe the King views the Tim Drake as more than a toy and blood bag. Which gets their fangs knocked out. By Tim. Unfortunately for Tim, he hates the thought of doing anything permanent to his vampire siblings. Dick made it clear he still cares for all of them.)
Dick gets Raven to find a de-aging spell and tries to see if it can be used on those already turned. It can't. Which disappointed him cause he wanted to make Jason small again. At least Damian will be stuck at 14, but he really wanted the boy to be back to ten. Babs was off the table from the beginning, given the mixture between past romantic love and the fact she would sometimes take on a parent role with him against the others. He intends to de-age Cass, Duke, and Steph. Just needs to grab them first. Which only leaves Tim.
Initially, he wanted the three year old he met first. But that would be too much responsibility while he's taking over the world. The twelve year old that started as Robin would be so adorable! All gangly limbs and wet cat look. But Dick does understand that Tim's body losing all its skills would put him in even more danger if he can't fight back. 14 seems to be a good middle ground, since that is also Damian's physical age. It could also be the age he puts the others at when he gets them back to the Manor. (He also has Raven still looking for a version that can affect vampires so he can get his baby brother back, but no one else needs to know.) It's not to clear if Tim getting de-aged effected his memories but Dick is going based off the idea that most of them are gone.
Tim has all his memories, but is playing Dick as a way to try to escape again. He's very pissed at being 14 again. Going through puberty again. With a squeaky voice again. So he just usually shuts down and hides his even smaller frame under or between every nook and cranny he can squeeze into to dissociate. This has lead to the situations where Dick gets sent into hunting mode and is staring at his little brother with blood red eyes, bared fangs gritting and grinding against each other, while he's growling, a clawed hand trying to grab to teen. In Tim's de-aged state, the boy starts softly weeping and whining, curling further in on himself and turning his head away from the monster wearing his brother's face.
Which snaps Dick out of hunting mode. Leading to him cooing, eyes a bright and hypnotic blue, telling him that it's okay. How he was worried when he couldn't find his little baby. Even more worried when he did find Tim, but the boy wasn't responding. Won't you come out so he can make sure you're alright? Baby bird? Don't make him so worried.
And when Tim does come out? Immediately picked up, head tucked under Dick's chin, and dragged back to the vampire's Nest of blankets and soft toys. Changed out of whatever clothes he was in to a big and baggy shirt of Dick's, that is technically dirty so that he can cover his baby in his scent.
i think that tim, in his de-aged state, is in a sort of middle ground. While aware of his life, and the fact he was de-aged, its sort of hazy. He has moments where, like you said, he acts like a 14 year old. i think those moments would be very difficult for him, as he gets his big brother back :(((
he can forget everything that dick has done in those moments because its just like when he was a kid. Before Titans Tower, before the time stream, before all of it. And it hurts.
because despite Dick's newfound instincts changing him so heavily, his possessiveness is familiar. And he cant escape that familiarity no matter what. as time passes, he kinda lets himself forget more. he feels guilty about it but its so nice to spend time with dick!!!
