imagine you lose at a poisoning game and THIS is one of the guys who was poisoning you. if the poison didnt do it the embarassment surely would
i dont Hearts Game nearly as much as @coffeethathurtsyou does but i KNEW that jack had to be a Fool as soon as i thought about it. and then Whimsy is just because he's a happy go lucky cheery guy! why not have a little fun with the whole situation!!!
idk how well it works mechanically but my few ideas are that:
his accomplice card would be rarer than the other cards just because he doesn't hearts game often
his cards would have some kinda luck factor for maximum Gamba - either luck being one of the stats being rolled on (maybe a 90% in addition to other stat checks?) or having rare successes on his checks that work way better, while having his usual output be middling. or perhaps a combo of both! whimsy!
at least one option where hes street performing to throw off the target so they can be more easily targeted by other accomplices. distracting street performances following you around town, or rapidly disappearing when you look back that way. (failure would include jack just getting distracted entertaining urchins)
at least one option where he shows up and makes a big scene about how its the targets birthday and sings to them and offers them cake. what are you gonna do, NOT eat the birthday cake after a brightly coloured guy made a whole scene about it in public? how embarassing (delayed response poison, or priming them for some other poisoning situation perhaps...)
if you fail rolls it never goes badly for him, just for you or the progress of the game

dont question how he keeps the white in the outfit clean in victorian london. that honestly might be part of the absurdity of it all
listen i know queen of cods is also like jestery brightly coloured but shes also like WAY less whimsical about it we can have two
mask is built into the costume but its sneakretly similarly shaped to his benevolent rogue disguise mask
he jingle jangles SO much when he walks. it really makes it all the more jarring when he can suddenly disappear from your view
hes just a little guy!
dont ask how his glasses fit under that. maybe he has them on top. i didnt feel like drawing it
