They could never make me hate Maxie and Archie, their philosophy and the way their views clash, being opposite while simultaneously the two sides of the same insanely delusional coin, is so interesting.
People love to joke about them being just 'more water! more dirt!', but Hoenn actually has crazy environmental storytelling that explains where their respective stances come from, and they are far less trivial than that meme.
Their clash presents two inherently flawed and self-harming ideologies that are taken to the extreme:
🔴 one thinks the needs of a growing society can and should be prioritized over respecting nature and the habits of Pokémon, because not doing so would result in damaging people economically (think of all the urban projects that were halted due to respecting Pokémon needs) and physically (overcrowding);
🔵 the other thinks that respecting 'our roots', the ocean all life came from, is something that absolutely cannot be compromised in any way and people should feel guilty even for simply expecting their place to survive and thrive. Humans and land creatures 'betrayed' the sea, left it and its rules and now don't respect it and its creatures enough because they do not see it as their home anymore. Humanity, however, in order to be virtuous should be punished and be forced to live by the rules of the sea, because those are the original rules the world go by.
Between these two insane extremes, there's Hoenn, a region that does do the impossible to coexist in peace and perfect balance with nature, but this is simply not possible without a degree of selfishness, because humans built their own habitat and now need it Therefore, Hoenn as a society has made multiple attempts to become more urbanized, to ease transportation, but it is almost held hostage by its culture of balance, and even so the space society takes is still too much to never ever clash with the habitats of Pokémon.
The conclusion of Hoenn's plot is fundamentally that sometimes things do not need a radical change, sometimes the perfect outcome doesn't exist but current reality is good enough, it is the best balance and compromise between ideals that may sound noble or favourable in theory, but would just result in chaos in practice.
Maxie and Archie both realise they were wrong, but it is not them realizing they were childish and stupid, it's them realizing that sometimes the world doesn't need otherworldly self-proclaimed heroes who are ready to take extreme decisions for the sake of their design, it's them realizing that this is already the best possible world despite its issues, and the heroes such a world needs is people who are able to make it even better within its rules rather than trying to overthrow it.

Groudon is much larger than people once theorized, in fact, you could stumble across Groudon without even realizing. Standing at full height, Groudon is about 60 feet, and closer to 90 feet including the length of the tail. Despite Groudon's ground typing, it traverses the ocean with no problem, the water surrounding it only toughens its skin as it shuffles along the ocean floor with its anchoring claws. Lush and wildlife grows on Groudon when it finds a place to rest, and its resting periods last anywhere from 1 to 100 years depending on how rough the waters are in that area. The rougher the waters, the sooner Groudon would choose to move locations. As of today, a small village has found home on Groudon's back, for the sole purpose of making sure it stays dormant. Wild Pokémon have also taken home on the goliath, mostly bug, rock and grass types that rely on the nutrient-dense ground it is made of. Groudon has been officially classified as a Mirage Island due to its nature.
Groudon's internal heat builds up from years of dormancy, being unleashed and brought to the surface by exposure to a Red Orb. The trees on its back quickly wither and fry, being quickly shoved out of the way by Precipice Blades that resemble towering mountains. Groudon's surface is now flowing Lava, pieces of it periodically melting off as it gets too cold and heavy, creating igneous boulders that are difficult to dodge away from. Groudon's belly, in contrast, is made of Magma, kept warm and bright by its outer shell and internal heat combined. While in its Primal Form, Groudon not only seeks to warm up the environment by ridding it of its humidity, but also to thicken its armor by consuming pieces of land, mostly Mt. Chimney.
Kyogre is often found resting in Sootopolis town, accompanied by young Corsola and Relicanth as it sleeps on the ocean floor. Corals and Sea Sponges will also grow on Kyogre's back, as the water its body is made of is much more mineral rich than the surrounding ocean water. Unlike Groudon, Kyogre is much more active than it, often found swimming throughout Hoenn freely day by day. Kyogre is also much more passive and less aggressive than Groudon, angering it is surprisingly difficult. Kyogre is the reason that Hoenn has almost double the amount of rainstorms annually than any other region, it's a simple and harmless way to release pent up energy for it. Kyogre has been found carrying trainers that it's fond of between islands, making it seem like the trainer is simply floating across the water's surface from a distance.
Kyogre's body becomes more and more saline, as it moves quickly to shake off the wildlife from its back, and thick, kelp-like strands grow from its fins and tail. It's said that the water that Primal Kyogre's body is comprised of is salty enough to poison someone by simply touching it for too long. The Corsola that once resided on its back quickly fade of color and descend to the sea floor, and Kyogre thickens the air's humidity to such a degree that it can thunderstorm for weeks nonstop, oversaturating the land with water and killing any plant life that may have resided there.
Rayquaza is constantly on the move, whipping up fluffy clouds behind it as it does. It moves around the world rapidly, usually on the lookout for incoming meteors that may enter the atmosphere. One may think that this is to protect earth, but in reality, it's mostly done to maintain its energy in order to keep flying about. It will target Jirachi comets in particular, as they shine the brightest due to their crystalline-esque structure and they're incredibly nutrient dense. However, Rayquaza is also constantly in pursuit after Deoxys, due to it similarly also being an evident well of energy. Rayquaza acts completely different within the earth's atmosphere, calming and slowing down as it gets closer to the ground. Usually it descends to restore energy that it couldn't with meteors, but it will also descend to prevent Kyogre and Groudon from fighting if one of them begins to get agitated. On the rare occasions that Rayquaza itself is angered, it will summon quick but powerful hurricanes to submit any creature in its way to its wrath.
It's much more common to see Rayquaza in its Mega form than any of the trio, in fact, it only reverts to its normal form once it's entered the earth's atmosphere. Mega Rayquaza is capable of moving at quick enough speeds to cause tears in the layers of the atmosphere itself, leaving scar-shaped breaks in the sky as it travels that resembles a galaxy trail. When moving across the sky at night, people have mistaken Rayquaza for a shooting star, due to how it glows brighter the faster its traveling. Rayquaza doesn't need to eat while in this form, so it will often be surrounded by admiring Minior that mistake it for an asteroid belt to call home.
