Ren, nora, yang, pyrrah, and Jaune (Blake before she found out she was a Faunus and racism kicked in) are all talking about how being locked up might not be a bad thing because Weiss views them all as precious things not just ruby. I’m sure she won’t be thrilled when jnp/r escapes their jail and go against her either she’s possessive, like her abusive dad with his kids, which if you find that romantic yikes. No shit Weiss is only going to bring up ruby & ignore Blake in that scenario because of her racism and hate towards Blake. Weiss and Yang argued about how to go about parenting ruby if you once again think that’s romantic yikes seek help. Plus the Interviewers saying ruby and the others are bound by strong friendship so whit/e rose is a brotp. the only 2 they mentioned having a passionate relationship is Blake and Yang.
I'll answer you in 4 parts:
First, about the brotp thing, it's more upto people as what they like to see them as, if you prefer them as brotp then sure
Second, obviously we all know that Weiss sees all of them as valuable people in her lives, Ruby's case is slightly different because as I mentioned time and time, not only is Ruby younger than Weiss thus making her behaviour immature and is prone to coming off as annoying to Weiss but also she took Weiss's place as the leader making Weiss even more envious of her. A person she dislikes the most and yet keeps them in the safest room of the entire city with all of her favourite things is a clear contrast in her behaviour. Same can be told about Yang but Yang is actually tied to Ruby
Third, Weiss's behaviour is indeed possessive but simply because she is afraid of changes in which next episode they'll try to talk her out of it, in no way or form did I say that is a okay behaviour. The reason behind Weiss's and Yang's argument is due to Weiss finding Yang the kind of sister who was always by Ruby's side, Winter on the other hand was very strict and cold towards Weiss thus why Yang is also in the safest room in the city because she also represents something Weiss would've liked to have deep down but couldn't. Of course always spoiling your siblings isn't a good idea but Yang alone did a great job at parenting Ruby on her own knowing the circumstances behind
Fourth, Before our Ruby came in, the Ruby in the dream was pretty docile and obeyed Weiss's orders so obviously the new one irks Weiss. I'm not going to mention Blake because that part is obvious, I'm sure Weiss tried to lock Blake too but Blake is too sneaky
Tl;dr: Weiss's possesive behaviour is not the same as her dad, her dad has his own agenda when keeping them oppressed, Weiss on the other hand just doesn't want to loss them because she actually cares for them unlike her dad, never will she aspire to be like Jacques Schnee. Ruby is someone Weiss dislikes the most and yet still keeps her around as one of her precious subjects and will protect her too, simply put, Weiss is doing the opposite of what she says. She even went out of her way to talk with a "commoner" and got reprimanded by Jacques for doing so. Not only that but she already views Ruby as a skilled huntress in her dream, a dream she can forge from her own thoughts and somewhere only she can be the best and yet decided to view Ruby for what she truly is while Weiss when awake tries to deny it. Since the "new" Ruby now disobeys Weiss, that led to the argument between Weiss and Yang on how Ruby wasn't "properly raised" which in reality is just Weiss comparing Yang to Winter or even her family
