pigment.shapefactory — generates pantone duotone palettes and allows you to play with saturation/light levels. offers hex codes, even!
coolors.co — generates color palettes very easily; you can lock colors, adjust the hue, and even see what your palette may look for different types of color blindness.
unsplash — free public domain stock images. i love using this for patterns and textures.
behance.net — great for finding assets (both free, premium, commercial use, personal use, just read the terms) and my go to place for inspo. fonts, textures, patterns, stock, galore!!!
toools.design — a huge archive of design resources including icons, mockups, typography, etc. and clearly states which resources are free or paid!
colourcontrast.cc — interactive site that allows you to test your contrast for accessibility.

aside from coolors i really love adobe color!! it has color palette generator [triads, monochrome, complementary, etc.], accessibility tools, palettes+gradients extractors, and color palettes inspired by trends within diff industries.

we all know and love them: photopea [photoshop but free and on a browser?!] and canva [no introduction needed im sure]
upscale the resolution / quality of pics it says anime but it works really well with most stuff like video game screenshots [gets rid of hard edges/pixels]
