From what I remember the lore on Cream was that she worked at a bar called Marbles & Dice ran by King Dice' mom, Darla Marbles, and her husband.
Cream and King Dice are like a work Besties that became friends outside of work situation, and The Devil came to them to help him gain some souls since he couldn't seem to manage it on his own. In this AU they're all around that same-ish age, the Devil being the next in line to be the ruler of hell but he was seen as a joke.
so he goes to inkwell isle and finds Cream and King Dice, and he convices them to help him gain souls in exchange for magic. Cream and King Dice of course jump at the opportunity (Cuphead gets alot of his traits from his mama) especially since it was so easy, considering the bar they work at also have a few gambling tables.
Basically the main idea is Cream and Dice were the ones to originally get the soul contracts, whether from gambling or from just scamming people on the streets. I thought that would make sense to why all the characters seem so hateful towards Cuphead and Mugman instead of scared of the fact these children are coming to take their souls.
Oh and, to fill in the slight plot hole, Cream and King Dice had a falling out, and Cream had the boys wayyyy after that, so Dice wouldn't recognize the boys considering how seemingly common dishwear-people are common on Inkwell Isle
