About Ned as a control tool
The power that comes from the antlers of Ned can (normally) only be used to seize a dead body. That's why Dan and Sally decompose towards the end of the livestream. In order for Trash to be controlled by Keons to sink the submarine in Saturday, yes, he was dead. But this is what makes Tyler so special for he is (probably) the only being that can be seized while still living. Which is why Nico keeps an eye on him. Tyler then could control the now deceased Keons and attack from the inside.

If there’s one thing that you can remember, I want you to remember that sound that you guys made together. When you’re wondering, 'What’s the point?’ 'What’s my purpose?’ 'Why am I alive?’ When you’re trying to figure out if you should stay alive or not, just remember a room in St. Louis that you were in where a bunch of people said, 'Know what?
