this is because I am a Miyu and Illya will rescue me no matter what
making bazette is absolutely something I will be doing but it might reveal my cheat code for vastly inflating someone's power for extremely few points.
basically, the HERO system is designed to let you do various scopes of play, so powers can basically scale infinitely with points. as a GM you need to set some limit to how much players can spend on things or else you say they can make 300pt characters and one of your players decides to make "Gun Woman" whose sole power is the 200pt gun they bought that does 40d6 damage (average 140 STUN and 40 BODY).
while you can just review every power individually it helps to say "I expect attacks to be around 8 DCs of damage (40pts)" so people have something to go off of. if you just limit it by absolute damage, you might end up with a "Gun Woman" whose gun is like.
Gun (8d6 damage) 40pts Total Advanatages +12/4 (+4/4 Costs no Endurance (Autofire), +4/4 Shoots 20 Shots at Once, +1/4 Armor Piercing, +2/4 Penetrating, +1/4 Indirect (Arcing)) Active Point Cost 160pts
which is still clearly not really okay.
if you want a party where everyone is roughly balanced against each other it's also helpful for keeping that in line. if The Fighter has a 10d6 attack (50pts), the Wizard has an 8d6 attack (4m AoE), the Rogue has an 8d6 attack (AP), and the Archer has an 8d6 attack (Autofire 3 shots), it's a good way to make sure everyone is still "in line" with each other.

an annoying issue with aoe effects in the hero system is that them being AoE (and covering however much area) is factored into the budget of the power, so an attack that covers more area neccessarily does less damage
which makes sense game balance wise but it really reduces the coolness factor of a 16m explosion when you account for the fact it does half as much damage in a primarily "Defense as DR" system
unrelatedly i only built caladbog as a 4m aoe
i bypassed this issue with excalibur by making it uh. 215 active points. which is. just over triple what I said the absolute limit was (70).
it's more the case that if your GM says you can only make powers below "70 active points" (which is one of the ways it advises you to establish limits), it "costs" you towards that budget to give it advantages.
effectively, if you can put a 70 point "14d6 damage" attack on your sheet, putting +4/4 worth of advantages (such as a 32m radius AoE) on that attack makes it deal half as much damage, by doubling the cost cost per 1d6 of damage.
It does feel kind of suck that this is the case, though, for sure. That power is extremely strong even with that reduction, for what it's worth (32m radius is huge and undodgeable), it's just, not great vs single trained combatant ("Defense as flat reduction" is a huge issue here)
There are other methods of limiting powers (and your gm can also just let you have something if they don't think it'll break balance) that don't have this issue (or at least lessen it). For example, my point limit scales with how hard to use the power is.
