Wukong snorted, yeah right- like he’s gonna listen to the old coot. As if hearing his thoughts, The emperor spoke up, “And if you dare disobey, the circlet ensures you change your mind,” He smiles when wukong gapes at him, realising that, shit, this was actually happening.

The Jade Emperor decides that Wukong's punishment would be better served in heaven's servitude. And Wukong can't do anything to escape because the Emperor has control over the circlet.
