Honestly, this is the first ref I have legit done for a Cuphead OC, The fact I did it on a potato of a computer eludes me (Ihateitsomuch). 

His fascination with amputation is that of a past experience when doctoring. It is assumed by others that it is a form of ptsd that drove him insane and intrigued. 

How he works at a Clinic is beyond many. But he does have a medical license! Can you argue with a Doctor? Well unless he is chopping a leg off because you fell and scratched your knee.

Don’t worry, He has an assistant Nurse who keeps him in order. otherwise there would be more casualties than recoveries.

He also has a Plague Doctor mask, something about being outside without it on bothers him.
