HI!!!!! Just found your art account and I am loving it here! You don't understand how your comic of the RED Spy and and the BLU Heavy is altering my brain chemistry.

Sadly I don't have a SpeedPaint because I don't use Procreate.😢 The process is also kinda ambiguous, but I'll try to explain because you are so nice 💖💖💖
I use Krita with default settings and brushes, and I only had two layers, one for the background and one for the characters. Theres three things i did specifically for the flashlight effect:
Adding a normal layer the same colour as the background (black) that overlaps with the character layer completely, then using a massive airbrush to rub out the part where you want the light to be. After that emphasize the really dark bits with just black. This should mostly be on the rim of volumes or when something is casting a shadow. Don't include too much shadow unless you are trying to separate the foreground and background, for example the hand and the scout face.
Playing around with the Filter -> Adjust -> Colour Adjustment Curve (I think this is called the gamma curve in Procreate? Correct me if I'm wrong), you can raise the saturation for the part in between light and shadow for better effect.
Go into Filter -> Adjust -> Colour balance, then drag the bars. I made the darker parts greenish while making the brighter parts pinkish, but anything works fine.
Also you could add a desaturation layer on top and pull it up from time to time to see if the shading is legible.
Overall I guess the most important thing is to look at REFERENCES, e.g. on Pinterest or js Google Searches. They are immensely helpful when you are trying to come up with colours. You don't have to sample the colour directly, but comparing your art with real life images helps a lot if you want it to look realistic, not saying mine is... (SNIPER POINTING A FLASHLIGHT WITH HIS HEAD WHILE USING BOTH HANDS TO PIN DOWN SCOUT )... but anyways, here ends the yapping.
