@the-last-punbender this man was sketched by one french artist who consulted with a colleague, and then made his ears chin nose and forehead 25% bigger. Then they took the sketch to a master sculptor who made him in clay at 1.75x scale; this was presented to a tailor who designed his outfit including the inside of his vest which you will never see in-game. With this info he was sent to another visual artist who worked with a character designer and their sub team of 5 full time programmers to import the character design into the game engine over a bottle of Pinot Gris and 3200g of prosciutto.

When you encounter him in-game he will be standing gazing out to sea, occasionally wiping his nose every 4.75 minutes. Using the Heart on him will reveal that he saves the scraps from his 12 hr/day leather-working job to buy food to feed orphaned pigeons, and that he once saved an injured hawk as a boy from three wolfhounds, nursed it back to health, and taught it to play Nancy, albeit rather poorly.

When you speak to him his only line is " *grunt* nice mask."
