The way that the show wrote Joong gil's reaction and explained his motivations for saving Ryeon was actually the best way they could have written it, especially when it comes to their romance.

Does he love her? Yes, he absolutely does and has for a very long time but having that being his motivation for saving her is, in reality less romantic than it actually seems.

By making his motivation guilt for the pain he caused her they were making his actions 100% selfless which is incredibly romantic. He had no idea whether or not Ryeon loved him, wanted to be with him or even see him again but he'd realised that he'd hurt her and that fact alone was enough of a reason for him to protect her.

He never confesses his love and in doing so never puts any pressure on her.

He's does it simply because it's the right thing to do.

Which is why he and Ryeon will get back together again. Because she can trust him to do the right thing, purely because it is the right thing to do, without any romantic strings attached.

And this is also why Ryeon said what she said to him in their conversation with him, she never wanted to put any pressure on him or cause him any more pain. She chose not to tell him because it was the right thing to do.

Because at the end of the day they only want the other to be at peace, safe and happy.
