I mean I don't hate him, but to me, is like a bully with no-reason that can't change (Now, in the future, maybe). And the "friendship" with Deku, I feel is really toxic.
Yes, he's smart, handsome, and has a good quirk, however take away the good looks and what's left? A bad attitude and a cool quirk?
I personally think that Mineta has had a greater growth as a person, people tend to ignore him because he is a pervert, but if we analyze him objectively he has made great strides

But just to put it briefly, because I think his growth and his struggle to understand and overcome his own worst demons is one of the most compelling and relatable one. His ultimate battle is to overcome himself, and I always find that fascinating.
“however take away the good looks and what's left?”
1. His insane drive to be the best at what he does, whether it's skipping rocks or to become the best hero out there, something he never loses even in the face of overwhelming odds.
2. His charisma that makes people, including Deku be drawn to him and want to follow him. This is the quality that allows him to grow from a bully to the kind of leader we've seen him be during the war arc.
3. His confidence, which at its worst is hubris that bites him in the ass, and at its best something that he can give to others so he can be Kirishima's inspiration to Unbreakable, or Deku's Image of Victory.
4. His perfectionism, which is as much a blessing as a curse, as it's hard for him to live up to the crushing expectations he has for himself. It is what fuels both his inferiority complex, but also his never-ending quest for self-betterment.
5. His intelligence, natural genius and impeccable battle instincts, and not least of all hard work, as he hones himself into the best weapon he can at every moment.
6. His courage, not just in battle, but what it takes to keep confronting himself unflinchingly, recognizing his worst parts, his misconceptions and taking them head on.
7. His tenacity, as he reinvents himself every time he's humbled and knocked down to rise again as someone better.
8. The way he learns to respect and trust others to have his back.
9. His loyalty, caring and protectiveness which is always in actions, not in words.
10. The way he always holds himself to the highest standard he knows.
I think what makes Bakugou’s writing so compelling is that the qualities he has can be both his greatest weaknesses and strengths, depending on how he uses them. His growth is all built on the solid foundations of his character.
As he grows, he doesn’t become a different person, but learns to use his qualities in service of his goals, with a more nuanced understanding of what it means to be strong or to win or to be the best. Instead of pushing others down and treating them like stepping stones, he wants to pull everyone along, even his greatest rivals. He never stops searching and trying to understand how to become a better person.
It is human nature not to want to be wrong, so for someone as insanely prideful and conceited as Bakugou was at the start, it’s a very difficult thing to accept that and then to act on it. And Bakugou does that - he owns up to it, he never tries to blame others or make excuses for himself. He takes responsibility and changes his ways. And I think that’s admirable.
“Mineta has had a greater growth”
I assume, bringing up Mineta is not a serious comparison. Not because there couldn’t be a good redemption story for a perverted character - you could definitely build a compelling arc for someone like that. But Mineta is not it. He’s a mean-spirited, cowardly gag-character in diapers, who commits sexual harassment on the daily, and just because in the “let’s simp the MC”-arc, he stood in line and simped, doesn’t make him redeemed or give him more depth than he has.
