- i'm making him from snezhnaya bc it's like cold n shit like csilla

- Cryo vision. I mean it's in the image and I think it fits him idk

- He is replacing capitano's place as fatui harbinger bc that guy is dead anyway unless they brought him back in the 6 months I haven't played the game. And because him being called capitano is cool af

- Bow user bc intelligent ppl using catalysts is at this point a cliche and so is cryo characters using polearms

- I think Eli would be from Natlan bc I don't think that prior to it's release we had any Natlan npcs roaming around the world so it's like this place no one leaves. So it would really make him feel like a foreigner everywhere, kinda like in the novels and also because they have cowboys. I'm sure they do.
