This would be in that week that Pietro starting ignoring Bobby after figuring out that Bobby had a crush on him from Tabby at their Coney Island "date" and that is awful for both of them until Bobby finally confronts Pietro about it. They eventually sort through it at least, but this was a terrible time for Bobby...

I just am a sucker for powers being emotionally tied to people and think there would be times Bobby has less control over it as well, this being one of them. I think eventually Bobby might even do it intentionally to try and get Pietro's attention. Surely he can't ignore freezing temperatures. But I think he would find away to avoid him still. I think here he's just too upset tho.
