So in Endeavor’s original concept, he couldn’t “control his fire”, which I assume means he had no way of turning off the flames that are always on his face and body.

So please imagine for a second how that quirk came to manifest. A wee Enji Todoroki is sitting in a daycare, probably has no friends, minding his own business, when suddenly…

He bursts into flames.

His teachers/ daycare attendants are freaking out, because a toddler is on fire!!! Enji isn’t hurt, so he doesn’t care for their plight, and opts instead to stare at his own flames in mild fascination. It’s only when his uniform burns away and a part of the classroom catches fire that he becomes overwhelmed and starts to panic a bit. The adults are gonna be so mad at him!!!

Oh, and for the record, he definitely doesn’t cry until after the teachers blast him with a fire extinguisher…!
